Category Manager

Contract Full Time Temporary

Our client is currently recruiting for an Interim Category Manager to provide support to the Social Care Department whilst permanent recruitment/staffing review is undertaken. This post has to the potential to be extended dependent on recruitment progress.

Core duties:

To assist procurement activity across the Council by driving forward innovative procurement strategies and best practice. This will include implementing and delivering increased improvement and efficiency from the Authority’s buying activities.

Reporting to the Procurement Officer, the Category Manager will develop value for money outcomes by delivering and advising on a portfolio of category contracts and frameworks.

In addition the individual will support the implementation of a number of cross cutting procurement initiatives, including the roll out of P2P, the adoption of e sourcing, plus, the embedding of best practice recommendations resulting from local sourcing considerations, the regional collaborative agenda and from the Welsh Government’s drive to increase procurement capability and efficiency.

No employees directly managed

Devolved departmental buyers instructed, guided and informed on procurement issues. (see further detail below)

Associated Category spend budget circa £ xx million.

Under the direction of the Procurement Officer the post holder will work with key Departmental stakeholders, acting pro-actively, acting in conjunction with others and on their own initiate in the role of procurement lead on all aspects of category management.

The post holder will ensure that agreed outcomes are delivered in line with programmes of work and targets set, principally by developing, championing and ensuring implementation of compliant agreements and best practice throughout the procurement lifecycle.

Develop, champion, ensure delivery and implementation of compliant procurement arrangements and ideas that will assist in optimising total cost of acquisitions made by the Council for the assigned spend categories.

Embed strategic procurement plans in to day to day activities ensuring purchasing activities deliver improved sourcing processes in accordance with the Council’s strategic aims.

Analyse and prioritise spend activity within an allocated portfolio of responsibility, working with key Departmental Officers to identify key opportunities for efficiency savings.

Research, plan and deliver the preferred options and approaches to contract and tender management in the form of Category strategies and sourcing plans.

Develop and project manage category teams comprising of representatives from Departments to produce and determine contract specifications and other key contract requirements.

Ensure that procurement is undertaken in accordance with the Council’s Financial Regulations and relevant legislation.
